The relevance of the problem of civic formation of personality in society

In the general scientific definition of acmeology as a science that studies the laws of human development and its ascent to the top of personal and professional development, it is noted that this is a long, focused process.

Along with the actual professional formation of the personality, a position is currently being formed in society more and more distinctly, suggesting the need for civic formation. This, in particular, was reflected in the Law of the Russian Federation “On Education” (1999), where the first phrase reads: “By education ... we mean the purposeful process of education and training in the interests of man, society, the state ..." 1. It also outlines the principles of state policy in the field of education, suggesting "education of citizenship", "democratic, state-public character of education." The national doctrine of the development of education in the Russian Federation (January 2000) also defines one of the tasks "to educate Russian patriots, citizens of a legal, democratic state." The relevance of citizenship and the provision of civilian personality formation in modern Russia is also evidenced by the efforts undertaken by the government at the turn of the century: the Civil Forum (November 2001), the development of the Patriotic Education Program for Russian citizens (2000), and the ongoing discussion in the media about problems associated with the formation of civil society (2000-2001).

In many ways, a focus on citizenship is becoming relevant in connection with the ongoing economic and political transformations in Russia.
The formation of personality in a difficult situation, changes in the social paradigm, changes in the coordinates of civic consciousness should imply certain guidelines for the development of citizenship. This is especially important in relation to the development and implementation of a strategy for training civil servants in Russia. Based on the applied research (A.A. Derkach, A.A. Miroedov, etc.), it was determined that the acmeological level of civil servants implies, along with other components, social responsibility and civic position1. In this regard, a justified mechanism for the formation of a citizen’s personal position, developed conditions for civic formation are needed.
