Instruction on the procedure for the implementation by bodies and institutions of the sanitary-epidemiological service of the state sanitary supervision of the sanitary condition of health facilities

In accordance with the Regulation on State Sanitary Inspection in the USSR, approved by Decree of the Council of Ministers of the USSR dated May 31, 73 No. 361, the bodies and institutions of the sanitary and epidemiological service are entrusted with the supervision of sanitary and epidemiological measures and the observance by institutions and heads of sanitary and hygienic and sanitary institutions - anti-epidemic rules and regulations.
The bodies and institutions of the sanitary-epidemiological service are guided by this Instruction for the implementation of state sanitary supervision of compliance by medical institutions with sanitary-hygienic and sanitary-anti-epidemic rules and norms when:
a) conducting sanitary examinations of specific objects of medical institutions (hospital, clinic, dispensary, maternity hospital, clinic, institute and other medical institutions);
b) the development of action plans aimed at improving the sanitary condition of medical institutions;
c) participation in commissions for conducting all-Union (republican) reviews of the work of medical institutions, as well as in commissions for checking the readiness of these institutions for the autumn-winter season.
To fulfill the tasks in the field of state sanitary supervision of compliance with medical and preventive treatment institutions with the sanitary and epidemiological regime, bodies and institutions of the sanitary and epidemiological service:
a) carry out strict accounting of controlled health care facilities (with certification of facilities);
b) draw up examination plans for specific medical institutions (given their sanitary condition and relevance);
c) present mandatory requirements for the heads of medical institutions on improving the sanitary condition in accordance with the existing sanitary-hygienic and sanitary-anti-epidemic rules and standards.
The main issues to which attention should be paid when implementing state sanitary supervision of the sanitary condition of medical institutions and their compliance with the sanitary and anti-epidemic regime are:
- the general sanitary condition of the institution’s buildings and its improvement (proper operation of ventilation systems, rational operation of artificial lighting, water supply, wastewater disposal, disposal of specific waste and emissions, the adopted system for collecting and removing garbage from the institution, timely removal of garbage, etc.) ;
- the state of the laundry, the organization of washing bed and underwear, the timely change of linen;
- provision of the sanitary-anti-epidemic regime established by the current instructions of the Main Sanitary and Epidemiological Directorate and the Main Directorate of Treatment and Preventive Care of the Population of the USSR Ministry of Health;
- the sanitary-technical condition of the catering department of the medical institution, equipping it with refrigeration and technological equipment, implements, utensils;
- compliance with the process flow and sanitary requirements for cooking;
- the condition of the transport intended for the transport of food and bread, the presence of a sanitary passport, as well as compliance with sanitary requirements for the storage of food;
- the presence of thermoses, thermos trolleys, food warmers for delivery of finished food to the pantry departments of hospitals, the conditions for their washing and storage;
- the timing of the sale of food (from the end of the process to the distribution of patients in the departments), the system of distribution of food, the presence of special robes for personnel engaged in the distribution of food;
- the presence in the pantry of hot and cold running water, baths for washing dishes, equipment for heating food, cabinets for storing dishes and dry products (bread, salt, sugar), sets of dishes for each patient;
- the presence of detergents and disinfectants, cleaning equipment;
- compliance with sanitary requirements when washing and disinfecting dishes, implements and equipment;
- compliance with personal hygiene rules by medical personnel of medical institutions and employees of food service establishments.

In the implementation of state sanitary supervision of the sanitary condition of medical institutions, the bodies and institutions of the sanitary and epidemiological service, in addition to these instructions, are guided by:
a) by the Regulation on State Sanitary Inspection in the USSR, approved by Decree of the Council of Ministers of the USSR of $ 31.05.7 No. 361, and the Order of the USSR Minister of Health "On State Sanitary Inspection in the USSR" dated July 12, 73 No. 535;
b) Order of the Ministry of Health of the USSR dated December 31, 74 No. 1181 “On the Approval of the Regulations on Sanitary and Epidemiological Stations”;
c) Instructions on the sanitary-anti-epidemic regime of hospitals (1976);
d) the Instruction on the regime of infectious hospitals and infectious wards of general hospitals, approved by the head of the Main Sanitary and Epidemiological Directorate of the USSR Ministry of Health on April 23, 1954;
e) Temporary guidelines for the organization and conduct of a complex of sanitary and hygienic measures in departments, hospitals, clinics and surgical institutes, approved by the head of the General Directorate of Treatment and Preventive Care A. G. Safonov 12/29/73 No. 10 / 8-43 and the head of the Main Sanitary and Epidemiological Administration of the Ministry of Health of the USSR V. Kovshilo December 29, 73 No. 1142-73;
f) the Instruction for the sanitary regime in pharmacies and the Instruction for bacteriological control of compliance with the sanitary regime in pharmacies approved by Order of the USSR Ministry of Health on February 25, 1957;
g) Temporary instructive instructions on sanitary-hygienic control of the air quality in the premises of public buildings equipped with air conditioning, approved by the Deputy Chief State Sanitary Doctor of the USSR A. I. Zaichenko on June 29, 1973;
h) Instructions for the operation and monitoring of the effectiveness of ventilation devices at healthcare facilities, approved by the Deputy Chief State Sanitary Doctor of the USSR A. I. Zaichenko on March 20, 75 No. 1231-75 and approved by the Central Committee of the Medical Workers' Union, protocol No. 36-a of January 23, 1974. ;
