The monograph was based on the results of research and development work carried out in the framework of the research laboratory of public health and the organization of public health services of the State Educational Institution of Higher Professional Education of the Far-Eastern State Medical University in 2000-2006. The author analyzed modern approaches to quality management in modern medicine, the prerequisites for the formation of the TQM system in the conditions of health care reform, and the strategy of its functioning in the market conditions. The positions promoting the overall quality management and the application of statistical and organizational tools for quality management are reviewed. Industrial models of quality assurance are considered in the form of an organic relationship between structure, process and outcome, and likely applications in the production of medical services.

The modern health facility is represented by the author in the form of a complex system predetermining the interaction of personnel, information flows, pharmaceutical products, as well as modern instruments, equipment and rules for conducting diagnostic and therapeutic procedures. To achieve high quality results, these complex elements of the system must be appropriately coordinated. Managing the interaction of these elements and processes is the most difficult, but at the same time, the defining task in the system of managing the quality of care.
