MEASURES FOR SANITARY GUARDING OF THE RUSSIAN BORDERS
Sanitary protection of the territory from the importation and spread of quarantine infections (quarantine diseases include: cholera, smallpox, plague, yellow fever) is one of the urgent tasks of Soviet health care due to the fact that the situation in the world over quarantine infections remains tense, and the Soviet Union constantly expanding economic, cultural and tourist relations with many countries of the world, including countries of Asia, Africa, America that are unsuccessful in quarantine infections.
On August 23, 1931, the CEC and the Council of People's Commissars of the USSR adopted a resolution “On the Sanitary Protection of the Borders of the USSR”. The main objective of the sanitary protection of borders in accordance with the aforementioned resolution is to prevent the importation of quarantine diseases into the USSR from abroad and from the USSR. It emphasizes that all enterprises, institutions, organizations, officials and individuals are required to accurately comply with the requirements of the rules on sanitary border protection.
The principle of sanitary protection of the entire territory of our country was first enshrined in the Law "On the Approval of the Fundamentals of the Legislation of the USSR and the Union Republics on Health Care" adopted on December 19, 1969 by the Supreme Council of the USSR. This document determines that the implementation of measures for the sanitary protection of the territory from the importation of quarantine diseases is subject to the responsibility of the Union of Soviet Socialist Republics in the person of its highest bodies of state power and bodies of state administration in the field of health.
The intensive growth of relations between the USSR and foreign countries, the development of high-speed vehicles significantly increased the risk of introducing quarantine diseases into our country. Therefore, sanitary-quarantine measures are constantly carried out throughout the USSR and primarily in international sea, river ports, airports, border railway stations and highways open for movement across the border.
To carry out these measures at the USSR state border crossing points, the Ministry of Health of the USSR organizes sanitary-quarantine departments (SQS) at international sea and river ports, and sanitary-quarantine points at international airports and highways ( UPC), at border railway stations - sanitary control points (UPC).
For sanitary protection of the borders of the USSR, medical and administrative measures are applied.
Health measures include: medical examination, isolation and isolation of patients and suspicious for health reasons, bacteriological studies, medical observation, observation, sanitary examination of goods, luggage and vehicles, disinfection, disinsection and deratization, etc.
Administrative and sanitary measures include: prohibiting individuals from entering and leaving, prohibiting the import and export of goods and baggage, closing certain areas for entry and exit, closing borders, etc. At border crossing points, sanitary-quarantine departments, sanitary-quarantine and sanitary control points carry out: a medical examination of arriving and departing (Soviet) passengers, crews, cargo, vehicles, including an oral questioning, and, if necessary, their physical examination and passport verification in order to identify laziness of the route before arriving in the USSR; checking the availability and correctness of filling in the established sanitary documents; identification of patients with quarantine diseases, as well as persons subject to isolation or medical supervision; organization of disinfection, disinfestation and disinsection of vehicles, cargo, baggage (if indicated).
When a disease outbreak * occurs, the following quarantine measures are carried out:

compliance with the sanitary-hygienic and anti-epidemic regimen;
the prohibition of receiving mail from the focus of quarantine diseases.
In addition, sanitary checkpoints and checkpoints are organized on all highways coming from the focus of quarantine diseases.

MEASURES FOR SANITARY GUARDING OF THE RUSSIAN BORDERS
- The history of the development of sanitary protection of surface water bodies. Sources of pollution. Measures for the sanitary protection of water bodies
The sanitary protection of water bodies means a set of measures (legislative, organizational, economic, planning, scientific, technological, sanitary-technical) that ensure such a state of water resources that makes it possible to use them for household and drinking water supply of the population, bathing, physical education, medical treatment recreational goals as well
- Air Sanitation Activities
Air pollution negatively affects public health, sanitary living conditions, as well as the quality and safety of food. The following groups of measures for air sanitation exist: 1. Federal laws - “On environmental protection”, “On the protection of atmospheric air”, “On the sanitary and epidemiological welfare of the population”, etc. 2.
- Soil Sanitation Activities
Peculiarities of sources of soil pollution, their qualitative and quantitative characteristics determine the tactics of the sanitary doctor when carrying out measures for sanitary protection of the soil. Sanitary protection of the soil is a set of measures (organizational, legislative, technological, hygienic or scientific, sanitary, sanitary, planning, land management,
- Measures for sanitary protection of atmospheric air from pollution
The most radical measure to combat air pollution is the organization of industrial production on the basis of non-waste technology; effective hygiene measures: gasification of power plants and cogeneration plants and boiler plants, electrification of railway transport, recovery of industrial emissions, control of exhaust gases
- State sanitary supervision of the sanitary protection of water bodies and wastewater treatment
The state sanitary supervision of the sanitation of settlements and the sanitary status of reservoirs of settlements provides for: 1. Identification and accounting of objects at which wastewater is generated, their volume, the required cleaning efficiency, the place of possible release into reservoirs or the method of disposal. 2. Compilation and timely addition of a sanitary treatment passport
- Measures to protect atmospheric air
Legislative measures are measures that determine the ideological and legal justification of measures in the field of sanitary protection of atmospheric air. Legislative measures regulate public relations in the use and restoration of natural resources, implement the government’s environmental policy aimed at preventing air pollution
- Planning and financing labor protection measures
Planning is carried out on the basis of the plans drawn up: prospective (5 year) - a set of planned improvement of labor protection conditions. They are part of a business plan; current (annual) - they are included in the annual labor protection agreement of the collective agreement between the administration and the labor collective; operational-calendar plans for labor protection (OKP), monthly and
- Legislative measures for the protection of atmospheric air.
Legal relations for the protection of atmospheric air in the Russian Federation are regulated by a special law “On the protection of atmospheric air”. This Law is aimed at preserving and improving the quality of atmospheric air, its restoration to ensure the environmental safety of human life, as well as the prevention of harmful effects on the environment. The law establishes legal and organizational
- Measures to protect the atmosphere.
For a long time, local atmospheric pollution was relatively quickly diluted with masses of clean air. Dust, smoke, gases were scattered by air currents and fell to the ground with rain and snow, neutralized, reacting with natural compounds. Now the volumes and speed of emissions exceed the capabilities of nature to dilute and neutralize them. Therefore necessary
- ENVIRONMENTAL ACTIVITIES FROM PARASITOSIS PATTERNS
In the prevention of invasive diseases, regardless of the mechanism of infection and transmission pathogens, it is necessary to take into account not only their biological characteristics, but also the influence of certain social conditions in which the epidemic process develops. This position is especially clearly confirmed in intestinal parasitoses (helminthiases, protozoa), when the role of sanitary-hygienic
