Territorial offices

The territorial administration operates in a certain territory of a constituent entity of the Russian Federation (for example, the territorial administration of the Kemerovo region) directly and through territorial departments created in districts and cities.

The full name of the territorial administration of the Federal Service is the Territorial Administration of the Federal Service for Supervision of Consumer Rights Protection and Human Well-Being.

The abbreviated name is the territorial administration of Rospotrebnadzor.

By order of the Ministry of Health and Social Development of the Russian Federation dated January 6, 2005 No. 20, the Regulation on the Territorial Administration of the Federal Service for Supervision of Consumer Rights Protection and Human Welfare in the Kemerovo Region was adopted. Territorial administration employees are civil servants who fill public offices of the category “B” federal public service (government officials).

The Territorial Administration is headed by a head appointed and dismissed by the Minister of Health and Social Development of the Russian Federation on the proposal of the head of the Federal Service.

The head of the territorial administration is the chief state sanitary doctor of a subject of the Russian Federation (for example, the Kemerovo region).

The territorial administration is a legal entity, has a seal with the image of the State Emblem of the Russian Federation and with its name, seals, stamps and letterheads of the established form, accounts opened in accordance with the legislation of the Russian Federation.

The territorial department of the territorial administration is headed by the head, who is the deputy chief state sanitary officer of the subject of the Russian Federation for the respective cities and areas.

The territorial administration of Rospotrebnadzor includes the following departments:

• epidemiological surveillance department;

• department of sanitary supervision;

• Department of Supervision of Nutrition;

• radiation safety oversight department;

• department for supervision of working conditions;

• Department of supervision of the environment and living conditions;

• Department of supervision of the conditions of education and training;

• registration and licensing department;

• consumer protection department;

• Department of Transport Supervision and Sanitary Protection of the Territory;

• department of sanitary and epidemiological surveillance and consumer protection;

• department of social and hygienic monitoring;

The main tasks of the territorial administration:

• implementation of state supervision and control over the implementation of the requirements of the legislation of the Russian Federation in the field of ensuring sanitary and epidemiological welfare of the population and in the field of consumer protection;

• prevention of the harmful effects of environmental factors on humans;

• prevention of infectious and mass noncommunicable diseases (poisonings) of the population.

The main functions of the territorial administration. The territorial administration in accordance with the tasks assigned to it performs oversight functions:

1) exercises state supervision and control over the implementation of the mandatory requirements of the legislation of the Russian Federation in the field of ensuring the sanitary and epidemiological well-being of the population and protecting consumer rights:

a) carries out state sanitary and epidemiological surveillance:

• during the development of urban planning schemes for the development of territories, master plans, when placing facilities, establishing sanitary protection zones, when choosing land plots for construction, as well as during design, construction, reconstruction, technical re-equipment, expansion, conservation and liquidation of various objects, etc. .d .;

• for design documentation for the construction, reconstruction, technical re-equipment, expansion, conservation and liquidation of facilities, as well as for the provision of land for construction, commissioning of constructed and reconstructed facilities, etc .;

• for the production, use and sale of new types of products (first developed or introduced) to the population, new technological processes of production;

• for radiation safety;

• for the sale to the population of products imported into the territory of the Russian Federation, as well as its use in industry, agriculture, etc .;

• for the production, transportation, storage, use, sale and disposal of food products, food additives, food raw materials;

• for the catering of the population in specially equipped places (canteens, restaurants, cafes, bars and others), including the preparation of food and drinks, their storage and sale to the population, to prevent the occurrence and spread of infectious diseases and mass non-communicable diseases (poisonings) ;

• for catering in preschool and other educational institutions, medical institutions, health institutions and social protection institutions;

• for water bodies used for drinking and domestic water supply;

• the state of atmospheric air according to safety and (or) harmlessness criteria for humans, as well as air in industrial, residential and other premises (places of permanent or temporary stay of a person);

• the state of the soil according to the criteria of safety and (or) harmlessness of urban and rural settlements, as well as agricultural land;

• for the conditions and methods of collection, use, neutralization, transportation, storage and burial of production and consumption waste;

• for the operation of industrial, public premises, buildings, structures, equipment and vehicles;

• for the activity or work of individual workshops, sections, structures, equipment, vehicles, the performance of certain types of work and the provision of services;

• for working conditions, workplaces and labor processes, technological equipment, organization of workplaces, work, rest and household services for workers in order to prevent injuries, occupational diseases, infectious diseases and diseases (poisonings) related to working conditions;

• for working conditions with machines, mechanisms, installations, devices, apparatuses that are sources of physical factors affecting a person (noise, vibration, ultra- and infrasound, thermal, ionizing, non-ionizing and other radiation);

• for preschool and other educational institutions, regardless of legal form;

• for carrying out sanitary and anti-epidemic (preventive) measures aimed at the prevention of infectious and parasitic diseases;

b) state control over compliance with laws and other regulatory legal acts of the Russian Federation governing relations in the field of consumer protection;

c) monitors compliance with the rules for the sale of certain types of goods provided for by the legislation of the Russian Federation, work, services;

d) carries out, in the established manner, verification of the activities of legal entities, individual entrepreneurs and citizens to comply with the requirements of the legislation of the Russian Federation in the field of ensuring the sanitary and epidemiological well-being of the population.


2) issues sanitary and epidemiological conclusions based on the results of sanitary and epidemiological examinations, investigations, surveys, studies, tests and toxicological, hygienic and other types of assessments:

• according to the master plans of cities, district planning and development of settlements, placement of industrial facilities, draft design standards, selection of land for construction, feasibility studies, construction, reconstruction and modernization of facilities and their launch complexes, buildings, structures, vehicles and putting them into operation;

• production, use (use) and sale of new types of products (first developed and introduced) to the population;

3) organizes and conducts social and hygienic monitoring;

4) compile a list of measures carried out by federal state institutions that carry out state sanitary and epidemiological surveillance and monitor their implementation;

5) prepares annual state reports on the sanitary-epidemiological well-being of the population in the territory of the subject of the Russian Federation.

9) registration and accreditation in accordance with the laws of the Russian Federation.

10) organizes and carries out sanitary and quarantine supervision at checkpoints across the state border of the Russian Federation to prevent the importation and spread of quarantine and other infectious diseases, as well as potentially dangerous goods and cargoes for the population.

11) organize measures to eliminate the causes and conditions of the occurrence and spread of infectious, parasitic and occupational diseases, mass non-infectious diseases (poisonings) of people associated with the effects of adverse environmental factors;
