Section VI Sanatorium-resort treatment. Organization of leisure, tourism and physical education

Article 44. Sanatorium-resort treatment of citizens

Indications and contraindications for inpatient and outpatient treatment at all resorts and sanatoriums of the USSR are established by the USSR Ministry of Health.

The procedure for medical selection and referral of patients for sanatorium-resort treatment is established by the USSR Ministry of Health in coordination with the All-Union Central Council of Trade Unions. In the prescribed manner, patients are sent to spa facilities for free, on preferential terms or for a full fee.



Section 45. Resorts and Sanitary Protection Districts

Resorts can be recognized as areas with natural healing agents, mineral springs, deposits of healing mud, climatic and other conditions favorable for treatment and prevention.

Recognition of the area by the resort, establishment of the boundaries of the sanitary protection districts of the resorts and determination of their regime are carried out by the Council of Ministers of the USSR or the Council of Ministers of the Union Republic upon the joint submission of the Ministry of Health of the USSR and the All-Union Central Council of Trade Unions or the Ministry of Health of the Union Republic and the Republican Council of Trade Unions, coordinated with the executive committee of the corresponding local Council of People's Deputies in whose territory the resort is located.



Article 46. Organization and opening of sanatorium-resort institutions

The organization and opening of sanatorium-resort institutions are allowed with the permission of the USSR Ministry of Health and the All-Union Central Council of Trade Unions in agreement with the Council of Ministers of the Union Republic.

The specialization (medical profile) of the spa facilities is determined by the USSR Ministry of Health and the All-Union Central Council of Trade Unions.



Article 47. Coordination of the activities of sanatorium-resort institutions

Coordination of the activities of sanatorium-resort institutions, regardless of their departmental subordination, in the use of therapeutic agents and resort factors and the organization of the sanatorium-resort regime is carried out by the relevant resort management authorities.

The USSR Ministry of Health and the ministries of health of the Union and Autonomous Republics monitor the organization of medical and preventive work in sanatorium and resort institutions, and also provide them with scientific, methodological and consulting assistance.



Section 48.
Use of rest houses, boarding houses, tourist camps and other recreation facilities

Citizens use, in the prescribed manner, holiday homes, boarding houses, tourist camps and other recreation facilities for free, on preferential terms or for a full fee.



Article 49. Organization of physical education, sports and tourism

State bodies, trade unions, Komsomol and cooperative organizations, sports societies, enterprises, institutions and organizations should promote sports, recreational, sports and tourist-excursion work among the population, the creation and strengthening of physical education teams, tourist clubs and organizations and the introduction of industrial gymnastics.

The work plans of kindergartens and out-of-school institutions, the programs of secondary schools, vocational schools, secondary specialized and higher educational institutions provide for physical education.

For physical education and sports, citizens are provided with sports facilities, sports equipment and camping equipment in the prescribed manner.

Medical monitoring of the health status of citizens involved in physical education and sports is carried out by healthcare institutions.
