Article 41. Organization and provision of medical assistance in emergency situations

1. Organization and provision of medical assistance in emergency situations, including medical evacuation, is carried out by the All-Russian Service for Disaster Medicine in the manner prescribed by the authorized federal executive body.

2. The All-Russian Service for Disaster Medicine is a functional subsystem of the Unified State System for the Prevention and Response of Emergencies, functionally uniting the catastrophe medicine services of federal executive authorities, the forces and means of various federal executive authorities, executive authorities of the constituent entities of the Russian Federation, local governments and organizations, whose powers include resolving issues in the field of protecting the population and territories from emergency situations, the elimination of the health consequences of emergencies and the solution of disaster medicine problems.

3. The All-Russian Service for Disaster Medicine carries out the tasks of quick response, mobilization of material and technical equipment and personnel in emergency situations in order to save the lives and preserve the health of the largest number of people by providing them with all types of medical care in a timely manner and in full, eliminating epidemic foci , as well as the creation of a reserve of material reserves and training in providing medical assistance to citizens, including medical evacuation, in emergency situations.

4.
The All-Russian Service for Disaster Medicine is headed by the head of the authorized federal executive body.

5. The regulations on the All-Russian Service for Disaster Medicine are approved by the Government of the Russian Federation.

6. The head of the All-Russian Service for Disaster Medicine is entitled to decide on medical evacuation in emergency situations.



Article 42. Features of the organization of medical care for the population of certain territories and employees of individual organizations



1.
