Article 83. Financial support for the provision of medical care and spa treatment to citizens

1. Financial support for the provision of primary health care to citizens is provided by:

1) means of compulsory medical insurance;

2) budgetary appropriations of the federal budget, budgets of the constituent entities of the Russian Federation allocated for the financial support of the implementation of territorial programs of state guarantees of free medical assistance to citizens (in terms of medical care not included in mandatory health insurance programs, as well as expenses not included in the structure of tariffs for payment for medical care provided for in compulsory medical insurance programs);

3) other sources in accordance with this Federal Law.

2. Financial support for the provision of specialized, including high-tech, medical care to citizens is provided by:

1) means of compulsory medical insurance;

2) budgetary appropriations of the budgets of the constituent entities of the Russian Federation allocated under the territorial programs of state guarantees of free medical assistance to citizens (in terms of medical care not included in the territorial compulsory health insurance programs, as well as expenses not included in the structure of tariffs for paying medical care, provided for in territorial compulsory health insurance programs);

3) budget allocations from the federal budget allocated to federal medical organizations (in terms of medical care not included in the basic program of compulsory medical insurance, as well as expenses not included in the tariff structure for medical care provided for in the basic program of compulsory medical insurance);

4) other sources in accordance with this Federal Law.

3. Financial support for the provision of emergency medical assistance, including specialized specialized medical care, is provided by:

1) means of compulsory medical insurance;

2) budgetary appropriations of the budgets of the constituent entities of the Russian Federation allocated for financial support for the implementation of territorial programs of state guarantees of free medical assistance to citizens (in terms of medical care not included in territorial programs of compulsory medical insurance, as well as expenses not included in the structure of tariffs for medical expenses assistance provided in territorial compulsory health insurance programs);

3) budget allocations from the federal budget allocated to federal medical organizations included in the list approved by the authorized federal executive body (in terms of medical care not included in the basic program of compulsory medical insurance, as well as expenses not included in the structure of tariffs for medical care provided for in the basic program of compulsory health insurance).

4. Financial support for the provision of palliative care to citizens is provided by:

1) budgetary appropriations of the budgets of the constituent entities of the Russian Federation allocated as part of territorial programs of state guarantees of free provision of medical care to citizens;

2) other sources in accordance with this Federal Law.

5.
Financial support for sanatorium-resort treatment of citizens, with the exception of medical rehabilitation, is provided by:

1) budget appropriations of the respective budgets allocated for certain categories of citizens established by the legislation of the Russian Federation, and budget allocations of the federal budget allocated to federal executive bodies for the provision of public services for sanatorium-resort treatment;

2) other sources in accordance with this Federal Law.

6. Financial support for the provision of medical care to the population of certain territories and to employees of individual organizations specified in Article 42 of this Federal Law shall be carried out at the expense of:

1) funds of compulsory medical insurance allocated in the framework of territorial programs of compulsory medical insurance;

2) budget appropriations of the federal budget (in terms of medical care not included in the basic program of compulsory medical insurance, as well as expenses not included in the structure of tariffs for paying medical care provided for in the basic program of compulsory medical insurance).

7. Financial support for the provision of medical assistance to military personnel and persons equated with them is carried out in accordance with the legislation of the Russian Federation.

8. Financial support for the provision of medical assistance to persons detained, detained in custody, serving a sentence of restriction of liberty, arrest, imprisonment or administrative arrest shall be carried out in accordance with the legislation of the Russian Federation.

9. Provision of citizens with medicines registered in the prescribed manner on the territory of the Russian Federation for the treatment of diseases included in the list of life-threatening and chronic progressing rare (orphan) diseases, leading to a reduction in the life expectancy of a citizen or his disability (with the exception of the diseases specified in paragraph 2 of part 1 of Article 15 of this Federal Law), is carried out at the expense of the budgets of the constituent entities of the Russian Federation.

10. The costs associated with the provision of emergency medical assistance to citizens by a medical organization, including a medical organization of the private health care system, shall be reimbursed in the manner and in the amounts established by the program of state guarantees of free medical assistance to citizens.

11. The sources of financial support for the provision of medical care in cases not directly regulated by this Federal Law or other federal laws are determined taking into account the provisions of the state guarantee program for the free provision of medical care to citizens.
