Healthcare as an industry

The separation of the health care economy into a separate part of the national economy is determined by the unity of the type and purpose of the activity performed (health protection) and the technologies used (treatment technologies, medical technologies).

To specify the industry affiliation of different types of production

economic activity distinguish the following three types of industries:

1) "clean" industry in the form of a combination of organizations and persons producing

a product of one kind, the so-called monoproduct;

2) economic industry - a set of organizations, enterprises, persons, in

whose activities are production, the creation of an industry product is the main, prevailing part;

3) administrative branch - a set of organizations, enterprises, firms under the jurisdiction of one, a single ministry or other administrative governing body.

The attribution of health care to one of the first two varieties of sectors of the national economy is difficult due to the special nature of the end product of health care. If we consider health as such a product, then the scope of the healthcare industry extends far beyond the boundaries of medicine, since many other sectors of the national economy “produce” health, for example, the food industry.

If we narrow down the idea of ​​a health care product to medical services, then, due to the diversity of these services, they cannot be considered a single product, and health care is not, therefore, among

"Clean" industries producing a single product.

Health care cannot be considered as a business sector due to the fact that almost all organizations providing health care services are mainly engaged in specialized, licensed activities.

To a greater extent, health care is an administrative branch of the ministry of health, regional and municipal health authorities.

The definition of a healthcare industry should be based on several attributes:

• the healthcare industry includes organizations, enterprises, entrepreneurs engaged in activities directly aimed at maintaining, strengthening, restoring people's health, that is, medical activities;

• the main product of the health care industry is the services provided to people in need of better health;

• the healthcare industry is a collection of organizations and individuals engaged in medical activities under the supervision and control of state and local health authorities;

• the healthcare industry covers the activities of manufacturers of goods, medical supplies and medical services, regardless of the form of ownership of the facilities used by manufacturers.

Defining health care as a sector of the national economy, we will define the health care economy.

Health economics is a branch of economic science that studies the economic aspects of the health care system, as well as the role of healthcare in the preservation and reproduction of labor and the production of an aggregate social product.

Health economics studies:

• Forms and manifestations of economic laws in the field of healthcare;

• The effectiveness of forms and methods of medical care and sanitary and epidemiological services for the population, ways and methods of rational use of material, labor, financial and other health resources;

• The role and place of healthcare in the system of social reproduction (reproduction of labor, social relations, social product).

Health economics provides the rationale for:

• Organizational forms of medical care;

• Rational forms of organization of labor of medical workers;

• Standards for the need for medical care and healthcare facilities;

• Staffing and organizational structure of institutions and their location;

• The operation of the material and technical base of health care and the costs of certain types of medical care.
